Your RV toilet should not fill with water. If it fills with water, that is likely because of a defect in either the water valve or foot pedal, or you may be dealing with water pressure irregularities or a water seal problem.
Should an RV Toilet Hold Water in the Bowl?
The only time an RV toilet should hold water in the bowl is when you put it there using the foot pedal before flushing. Before you flush, you should partially fill the bowl of the toilet and then hold the pedal down for about ten seconds. However, at any other time, there shouldn’t be water in the RV toilet like there is at your house.
How to Fix an RV Toilet Bowl That Is Holding Water

The common culprit for this problem could be a little more work than the seal in your RV toilet. You may need to totally replace the water valve in your RV toilet if it’s too badly damaged or if there is debris in there that you can’t get out.
Depending on the brand of toilet you have, your toilet’s valve could be in a different spot. If you still have the manual, take a look, or you can look the manual up online to see where yours is. But most of the time, it will be on the back or the side of the RV toilet.
Install a Water Pressure Regulating System
Another reason there could be problems with your RV’s toilet filling up with water is the water pressure in your RV. A lot of people try to operate without water pressure regulators, but I’ve literally had a friend’s faucet blow off in their RV, so it’s really important you don’t skimp on this part of things.

If you don’t have a water pressure regulator on your RV, this might be the reason for your toilet woes and other water problems you might experience.
Fix the RV Toilet Pedal
Your RV toilet pedal could be the problem if the other issues aren’t it.
Try to put the pedal upward and see if that stops the water. If it does, then you can safely assume this is where your problem stems from. If the pedal is busted, then it’s time to get a new one and fix this so you can keep using the toilet and don’t run into an overrun situation.
